OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://chrome-signin/?access_point=0&reason=0
(2) Enter valid Email id and press 'Enter' key observe.

Actual: Password field is not visible after hitting Enter key.

Expected: Password field should be visible.

This is a regression issue, broken in 'M-57', will soon update the other info:

Good build: 57.0.2949.0
Bad Build: 57.0.2950.0

Note: Issue is present on windows 7 (1280*1024 resolution).
