Gmail "float over a name" pop-ups are sluggish

Issue description

Chrome Version: 57.0.2950.0 (Official Build) canary (64-bit)
OS: macOS 10.11.6 (Retina MacBook Pro)

What steps will reproduce the problem?
(1) Navigate to Gmail
(2) Hover over anyone's name in a CC: list on an email

What is the expected result?

Expect the pop-up to be displayed promptly.


What happens instead?

The shadow of the blank pop-up is displayed for a second until it's filled in. The user experience is pretty bad.

This is definitely caused by timer throttling for hidden iframes from  Issue 616519  and  Issue 647393 . A certain number of callbacks should be allowed at full speed before the throttling is introduced.

 
Status: Fixed (was: Assigned)
Turns out this is due to the changes on the Gmail side. What they do now is keep the popup 0x0 sized until it has loaded, so throttling isn't triggered. This was causing some layout glitches which have been addressed by cl/142004928.
(Note it will take some time for the fix the get rolled out.)
