Remove link to welcome.html from CrOS first run NTP

Issue description

when you first start chrome, you are redirected to: https://www.google.com/intl/en/chrome/browser/welcome.html

The screenshot there is showing pre-MD topchrome. The Learn More button is also painfully old-fashioned looking.

The exact screenshot depends on your platform but they're all old. (For some reason, we use browser-linux for ChromeOS. Perhaps because we never automatically redirect CrOS users there; they only find their way there if they click the "Getting Started" suggestion on the NTP, which is probably somewhat rare.)

+mkearney, are you the right person to help fix this or do you know who is?
+ainslie because maybe some design help will be needed and I don't know who'd be in charge of this.

We're updating first run with an in-Chrome welcome UI targeting M56 (cc ewald) 
https://bugs.chromium.org/p/chromium/issues/detail?id=658434

But should also update the web-hosted welcome pages to show current Chrome window/tab/toolbar UIs if these pages will continue to be accessible.

IIRC, this welcome page will no longer be accessible from the new chrome.com. Not sure what the latest there is, but Rachel and Charles should know.

It won't be accessible as part of first run.

What platform are you on? On windows, this will be off-by-default behind a Finch feature, which Tommy is working on ramping up on Canary/Dev (for non-Win10, there's still a couple outstanding things to do for Win10) right now.

It'll be on by default on Mac/Linux within the next day or two.

Linux trunk redirects to it and CrOS trunk links to it via an NTP thumbnail.

By "it," do you mean .../welcome.html?

As mentioned, Linux will soon be updated to instead navigate to chrome://welcome (you should be able to navigate directly to that page on trunk to see what it looks like).

I'm actually not sure what we're planning on doing for CrOS. I wasn't aware we linked to .../welcome.html from the CrOS NTP via a tile. Rachel, do you know who the right person on the CrOS side of things would be to loop in? We should update that link to point to the new chrome.com site, once that's finished, and at least remove the link to .../welcome.html for now.
