same problem, can't enable it,after disable:
step to reproduce:
 1. open chrome://plugins
 2. disable Chrome PDF Viewer
 3. close, restart Chrome

problem: can't enable it. say disabled by GPO

other comments:
GPO only set DiskCacheDir,DiskCacheSize,MediaCacheSize. local PC, not domain AD.
I tested to disabled and restart to see if just Adobe is forced to use; and to solve another problem with internal PDF viewer can't save PDF.

I can verify comment #2 does indeed solve the issue.
Components: Internals>Plugins>PDF
Components: Enterprise
Is this still an issue?

Comment 6 by bau...@gmail.com, Mar 1 2017

no, because chrome://plugins not exist in the new version.
