Privacy error for many websites

Issue description

Chromium Version (from the about:version page): Version 53.0.2785.143 Built on Ubuntu , running on Ubuntu 16.10 (64-bit)
Is this the most recent version: yes
OS + version: Ubuntu 16.10
CPU architecture (32-bit / 64-bit): 64-bit
Window manager: ???
URLs (if relevant): zephyr.zulipchat.com, amazon.com
Behavior in Linux Firefox: appears to work
Behavior in Windows Chrome (if you have access to it): works

What steps will reproduce the problem?
(1) Go to either of the URLs indicated (on my machine at least; haven't tested it on another computer, but have tested after uninstalling + reinstalling chromium)
(2) A privacy error appears. This doesn't happen in Chrome, and it just started happening for both of these websites at the same time, so I think it's chromium and not the websites.

This happens in guest browsing and incognito mode too.
