Preloaded worker scripts are fetched twice

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
1. Add a <link rel="preload" as="script" href="/foo.js"> and then in a script tag to new Worker("/foo.js")
2. Monitor the network tab
3. 

What is the expected behavior?
The script is fetched once, by the preload scanner.

What went wrong?
The script appears to be fetched twice.

Did this work before? N/A 

Chrome version: 54.0.2840.98  Channel: n/a
OS Version: OS X 10.12.1
Flash Version: Shockwave Flash 24.0 r0

Not sure if this is a devtools bug or if the script actually is fetched twice.
 
Whoops, not a bug. Checking the spec it should be as="worker"  https://w3c.github.io/preload/#h-link-element-interface-extensions
As far as I can tell, it's not possible to close your own bugs, but this one should be.
