"steps" stdio from buildbot has no (useful) time stamps

Issue description

Most log files have time stamps, but the "steps" entry (first one in a build) does not.  It would be nice if it had at least a start and stop time.

Do you have a link to an example of this? 
This is common to all builds.  For instance

https://uberchromegw.corp.google.com/i/chromeos/builders/master-paladin/builds/13269/steps/steps/logs/stdio

Upon further inspection, there are time stamps much later in the log, at least for a successful build, and there is a completion time stamp as well.  It would be friendlier to also have an initial time stamp, and one at each new phase.
