Muted autoplay videos are stopping background sound playback (like Spotify)

Issue description

Device name: Blackberry Priv STV100-1 (but any other device have the same issue)

From "Settings > About Chrome"
Application version: Chrome 53.0.2785.124
Operating system: Android 6.0.1;STV100-1 Build/MMB29M

URLs (if applicable): http://misc.teads.tv.s3.amazonaws.com/demo/product/test-webkit/video.html

Steps to reproduce:
(1) Open any streaming music app (like Spotify). Play music. Quit app (music keeps playing in background)
(2) Open link http://misc.teads.tv.s3.amazonaws.com/demo/product/test-webkit/video.html in Chrome
(3) Scroll to the video (autoplay and muted) => It stops the playback of Spotify

Expected result: Muted autoplay video autoplays. The music background continues to play un less the video sound is enabled with a user interaction (tap on mute button for example).


Actual result: Currently the muted autoplay videos is stopping the background music song.


Additional Information: 
- We are using this feature to enable autoplay muted videos on chrome: https://www.chromestatus.com/features/4864052794753024
- Many publishers are using this feature and a lot of users are complaining about this annoying behavior.

I believe this should be fixed in Chrome 55. e obviously can't fix Chrome 53 now.

Tested on Chrome 55. The issue is still happening.

Ibrahim, I just tried Chrome Stable, Chrome Beta and Chrome Dev and for all of them, it is working. However, Chrome 55 is no longer the stable build so maybe the fix didn't make it to 55 but to 56. Regardless, because it is fixed on all shipping versions of Chrome, there isn't much we can do here.

Are you able to share the exact version on which the issue was fixed?
As far as I know, it was fixed in 55.0.2883.45 but I didn't actually try this specific version.

Thanks! We tested Chrome 56 (beta) it is fixed.
