Crash when using iOS Payment Request on a site without a favicon

Steps to reproduce:
- Enable Payment Request: Settings app, (Chromium|Chrome Canary), Experimental Settings, Payment Request API.
- Visit https://justindonnelly.github.io/pr/us/.
- Click the Buy button.

Expected result: Payment Request UI appears.
Actual result: Crash
