Tapping on “Continue“ doesn't have functionality once the user navigates back from Add account screen.

Issue description

App Version: 57.0.2950.0 canary
iOS Version: 9.3.5, iOS 10
Device: iPad,iPhone

Precondition:
1- Have 2 to 3 accounts in sign in list.

Steps to reproduce:
1. Launch Chrome. 
2. Tap on Menu > Settings > Sign into chrome.
3. Tap on Add account > Tap on back arrow in sign in screen
4. Tap on any user and tap on continue.
5. Tap on Add account.

Observed results:
At step 4 : Tapping on continue doesn't have any functionality.
At step 5 : Chrome identity Error -200 is displayed

Expected results:
At step 4 : Tapping on continue should have functionality.

Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: NA
Bug reproducible on current stable build (App Version, iOS Version): No in M55
Bug reproducible on the current beta channel build (App Version, iOS Version): No in 56
