Regression : Slight shifting (movement) of tab title is seen while switching between devtools tabs.

Issue description

Chrome Version : 57.0.2950.0 (Official Build) 2c3ecceea409b42c873949bac0aa1acaa80451e3-refs/heads/master@{#438011} 32/64 bit
OS : Mac(10.11.6, 10.12.1), Windows(7,8,8.1,10), Linux (14.04 LTS)

Precondition : Freshly install chrome.

What steps will reproduce the problem?
1. Launch chrome and open devtools on NTP.
2. Now switch between ‘Elements’ and ‘Console’ tabs few times using mouse and observe the tab title. 

Actual : Slight shifting (movement) of tab title is seen while switching between devtools tabs.
Expected : No such movement of tab title should be seen while switching between devtools tabs.

This is a regression issue broken in ‘M-57’, below is the Manual Regression range and will soon update other info.
Good build : 57.0.2949.0
Bad build : 57.0.2950.0

You are probably looking for a change made after 437602 (known good), but no later than 437603 (first known bad).
