IncognitoModeAvailability 1 does not block Incognito Mode

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/53.0.2785.143 Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Create file in /etc/chromium/policies/managed with content

{
    "IncognitoModeAvailability": 1
}

2. Click on Options (three dots)
3. Click on New Incognito Window

What is the expected behavior?
"New Incognito Window" is greyed out.

What went wrong?
It is possible to start a new incognito window.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: Shockwave Flash 11.2 r999

Another config file in the same location with the same permissions works. Content

    ]
}

Ok, seems like the problem is with two (or more) config files. If both settings are combined into one file, the problem is fixed. Forgive me for taking up your time / thanks for being the rubber ducky ;-)

This bug report can be closed.

FYI, the solution is to create a single JSON-object, as in

{
    "ExtensionInstallForcelist": [
	"ejgfoklefkbjadjcgjmnhfbdfjolojnn;https://clients2.google.com/service/update2/crx"
    ],
    "IncognitoModeAvailability": 1
}
