Touch panning / scrolling not working with ELO Touchscreen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. Start chromium-browser from .xinitrc on Ubuntu Server 16.04
2. Try to scroll down a page by panning using an ELO Touchscreen (ELO 15157L) -> Does not work!
3. Close chromium and start chromium-browser again from the shell
4. Try to scroll down. -> Does work!

What is the expected behavior?
Scrolling should work immediately.

What went wrong?
I can click, i can scroll using the scrollbar even by dragging the bar down, just panning does not work.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: 

I am launching chromium using --touch-events=enabled and --touch-devices=11

There are no problems with chromium version 45.0.2454, but 49.0.2623 and 53.0.2785 are not working.

Just installed chromium 55.0.2883.87 and I had no problems there.
