Regression: 'Cast' option of context menu is not translated to French.

Chrome Version:57.0.2950.0 (Build officiel)2c3ecceea409b42c873949bac0aa1acaa80451e3-refs/heads/master@{#438011}-32/64 bit
OS: Windows(7,8,8.1,10)

Steps:
1. Launch Chrome and change browser language to 'French' from chrome://settings/addLanguage
2. Right click on page and observe 'Cast' option

Actual: 'Cast' option of context menu is not translated to French.

Expected: 'Cast' option of context menu is should be translated to French i.e 'Caster' should be seen instead of 'Cast'.

This is a regression issue broken in M-57,will soon update other info.

Good build : 57.0.2942.0 
Bad build : 57.0.2943.0 

Note: This issue is not seen on Mac and Linux OS
