Regression : in chrome://downloads, ghost text is seen in dark color.

Chrome Version : 57.0.2950.0 (Official Build) 2c3ecceea409b42c873949bac0aa1acaa80451e3-refs/heads/master@{#438011} 32/64 bit
OS : Mac(10.11.6, 10.12.1), Windows(7,8,8.1,10), Linux (14.04 LTS)

Precondition : Freshly install chrome.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://downloads.
2. Observe the “Nothing to see here..” text color.

Actual : “Nothing to see here..” ghost text is seen in dark color.
Expected : Instead, the ghost text should be seen in faint color.

This is a regression issue broken in ‘M-57’, below is the Manual Regression range and will soon update other info.
Good build : 57.0.2946.0
Bad build : 57.0.2947.0

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 437602 (known good), but no later than 437603 (first known bad).
