One-line tooltip breaks into two lines

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. open the html file attached to the bug
2. hover mouse over the 'line 1' and see the two-lines tooltip (scr1.png)
3. move the mouse down to the 'line 2' and see the broken tooltip (scr2.png)

What is the expected behavior?
tooltips text should be shown correctly for second tooltip

What went wrong?
the text for the second tooltip is not shown correctly, see attached scr2.pn. when you start with the 2nd line, it shows correctly (scr3.png)

Did this work before? N/A 

Chrome version: 55.0.2883.75  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: Shockwave Flash 23.0 r0

Summary: One-line tooltip breaks into two lines (was: Tooltips are broken when hovering from two-line to one-line tooltip)
I disregarded the scr2.png scenario since that is most probably  issue 442111 . This issue focuses on the unexpected line break in scr1.png.

I am not sure who is responsible for line breaks in tooltips... Hopefully, one of those components is relevant.

Multiple line-break observed on Mac as well.  Maybe this is intended behavior?

I could reproduce this on the latest canary(57.0.2965.0) of Mac OS 10.12.2 and Linux Ubuntu 14.04. Same behavior is seen on older chrome versions(30.0.1549.0- Mac) & (40.0.2172.0 -Linux/ Facing installation issues while installing builds before that) as well. This works fine on Windows-10 with the latest chrome canary(57.0.2965.0).

Removing the Needs-Bisect label therefore.
