Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Open http://jsbin.com/hinihudexa 2. Try to hover on "Hover me" 3. Notice that scrollbar disappeared. What is the expected behavior? No scrollbar at all. What went wrong? Scrollbar sometimes shown depending on box-shadow options. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 55.0.2883.87 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0 Working correctly in other browsers (no scrollbar at all), tested in Firefox and Edge.

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87 by following steps mentioned in the original comment. Observed no vertical scroll bar seen on hovering the green button. dldador@ Are you able to reproduce this issue consistently? What's the behavior observed on incognito mode? Attaching screen-cast for reference, could you please confirm are you able to see any scroll bar from my video? If yes, provide a screenhot of the actual and expected behavior of the issue for better understanding. Thanks!

Yes, I able to reproduce this issue consistently. Behavior in incognito mode is the same as in normal mode. I've attached screen-cast showing the issue (it's recorded from incognito mode without any extensions installed).

I thought it can be somehow related to gpu acceleration (or something like that depends on hardware), so I've checked this on completely different laptop and it has same issue.

I still able to reproduce. I also tried beta (56.0.2924.28) and dev (57.0.2970.0) - both of them has this issue too. I asked friends to try and all of them has this issue. So I reproduced this on 5 different PCs. So I thought this can be somehow related to language (Russian) but seems like it isn't. I tried Chrome in English and it has same issue. Is there some info I could collect to help reproduce the issue? (or determine source of issue)

Unable to reproduce the issue on windows 10 using chrome M57 #57.0.2970.0 and M55 #55.0.2883.87 . Steps tried to reproduce: 1. Opened http://jsbin.com/hinihudexa 2. Tried hovering on "Hover me" 3. Didn't find any scrollbar and observed similar behavior as mentioned in screencast in comment #4. Thanks!

Please try this link: http://jsbin.com/hinihudexa/2/edit?output Size of the result output should be at least 1080px wide (that's very important). Also please try to change window width, seems like bug slightly depends on this. My hardware if that's important: Intel i7 4710HQ, Intel HD Graphics 4600, NVIDIA GeForce GTX 860M (real laptop, not VM). I tried with diabled hardware acceleration (in Chrome settings) and bug is still there. That's may sounds crazy, but maybe I can send you a virtual machine (where bug happens too)? Tested on Dell Windows 10 touch laptop with intel core i7 using chrome M55 #55.0.2883.87 and M57 #57.0.2973.0 and issue is not reproduced. Steps tried to reproduce: 1. Didn't find any scrollbar Note : This issue seems specific to hardware, as the mentioned hardware in comment #12 is not available with Chrome-TE-HYD team , adding TE-Hardware-Dependecy label. Thanks!
