OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

Precondition: Navigates to 10-15 webpages such that history gets generated on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://history page and open 'DevTools' window.
2. Go to 'Layers' section from 'Customize and control DevTools' menu list.
3. Now, try to drag the history image using mouse pointer and observe. (Refer video)

Dragging of History image is not smooth and some times it's hanged.
Dragging of History image should smooth under 'Layers' section.

This is a non-regression issue, seen from M-57 (57.0.2928.0) as 'Layers' feature is newly introduced in DevTools.
