Inspect element shortcut should not require a mouse move before highlighting

Steps to reproduce:
1. Open devtools
2. Use shortcut (Ctrl+Shift+C) to trigger inspect element

Expected:
The current element underneath the mouse is highlighted

Actual:
No element is highlighted and the mouse must be moved to highlight an element, giving the perception the shortcut hasn't worked.

Won't fix for now - the behavior is not ideal, but doesn't look annoying enough to bother.
