Ctrl-C/Ctrl-V keyboard shortcuts do not work on Pixel 2

Issue description

Chrome Version: 55.0.2883.87
OS: (e.g. Win7, OSX 10.9.5, etc...) Chrome OS on a Chromebook Pixel 2

What steps will reproduce the problem?
(1) Set keyboard settings so that "Alt" key == "Ctrl" and "Ctrl" == "Alt".
(2) Highlight text on a web page.
(3) Press Alt-C (which should be interpreted as Ctrl-C for Copy)
(4) Go to a text box, e.g., the omnibox.
(5) Press Alt-V (which should be interpreted as Ctrl-V for Paste)

What is the expected result?

The copied text pastes.

What happens instead?

Nothing pastes.


 
Same exact issue here. FWIW changing to another key than Alt appears to work fine, like the Search key.
