What steps will reproduce the problem?
(1) Install CNN app on phone.
(2) Launch Chrome, ensure that VR shell is enabled.
(3) Navigate to cnn.com in  Chrome
(4) Click on a link to another story

What is the expected result?
Browser navigates to the selected URL

What happens instead?
Android intent picker shows up, asking if I want to open the link in CNN or Chrome.  However, the intent picker is 2D so you can't really see (let alone interact) with it.
