Can't disable material design look from chrome://flags

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://flags
2. Search for settings with "material" in the description and disable all of them
3. Re-launch Chromium
4. Observe that the material look is still present

What is the expected behavior?
Non-material look should be displayed

What went wrong?
After upgrading from 54.0.2840.100 to 55.0.2883.75, the material look was displayed even though it was disabled in the settings (configured via Chromium 54.0.2840.100).  Non-material look seems to not be obtainable from chrome://flags in 55.0.2883.75.

Did this work before? Yes 54.0.2840.100

Unable to reproduce the issue on Ubuntu 14.04 for chrome version 55.0.2883.75 & 55.0.2883.87. Navigated to chrome://history which was displayed in Material design. 
Opened a new tab and navigated to chrome://flags and disabled material flag for history page. Relaunched chrome and observed that the page was displayed in regulat history page.

I agree, these changes are uniformly bad and I haven't seen a single person's post who like MD. PLEASE give us the option to revert to the old look, it was perfect the way it was, and now it's hard to read and wastes lots of space, plus it runs slower and makes my computer hang for a few seconds when I try to open a youtube link. I am VERY ANGRY.
I can disable Material Storage for History Tab n such, but not the top area.. like where all the buttons and actual Tabs are.. Before this option was named.. "Material Design in the browser's top chrome" under chrome://flags .. now it isn't there.

I am running Windows 7 Pro 64bit

Hi ranjitkan,

This regression concerns the look of the tabs, etc. and not specifically the history page.

This is what I'd like to see with the chrome://flags options set:

This is what I see instead when the appropriate flags are changed:

The option being ignored appears to be top-chrome-md.  When this is set to "Non-material", the top area remains with the material look.

Clearly the flag and command line flag (--top-chrome-md=non-material) was removed on purpose (here's one tracking bug about it: https://bugs.chromium.org/p/chromium/issues/detail?id=616894) and probably the codebase is removed next if it wasn't already (?). Writing was on the wall, obviously.

Probably no amount of whining will revert this. Maybe you devs should be just honest and instantly WontFix this. It would be less painful for us MD haters.

I can't help but feel a little ignored here.  Any ideas on when this will be resolved?  Even if that answer is "no," it'd be better to have than just hear crickets.

IIUC this has to do with native UI and not with WebUI.

The non-MD code for the top chrome UI has already been deleted from the code base, which is why there is no longer an option in chrome://flags to switch back to it.
