HWTest does not link to failed test if it was retried; bad experience for timeouts

Issue description

What was going on? harmony_java_math ran once and failed (because of an internal timeout). Then it was retries or a retry was attempted, but the suite timed out before the job could be retried.

Desired:
A link to the the failed job is surfaced on the waterfall.

Actual:
No job links are surfaced to waterfall.
