Enable WebGL2 on Android |

Issue descriptionCurrently WebGL2 will be enabled by default on Windows/Mac/Linux/ChromeOS for M56, but on Android it's still disabled. We need to check conformance and fix driver bugs so we could also enable WebGL2 on Android.
