Issue description

Chrome Version       : 55.0.2883.87
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1.Uploading a file on website

What is the expected result?
ERR_CONTENT_DECODING_FAILED

What happens instead of that?

The ERR_CONTENT_DECODING_FAILED indicates that the data sent from the
server somehow failed to be decoded by some compression decoder (gzip, brotli
etc.).  This could be server configuration error, intermittent network outage
or something else.

As the site looks requiring login, and we cannot reproduce the problem locally,
it's quite hard to continue any further meaningful investigation.

maulanaariefdepok@, could you give more information to make progress on this?
Is the error happen on the site globally, or on a specific page/link?
Could reloading the page or retrying to connect help?

maulanaariefdepok@ feel free to reopen this if you still experience the same
problem, and we'd appreciate if you can provide reliable reproduction cases
for this problem.
