DIV with 'overflow: scroll' errorneously scrolls its content to the top on click

Issue description

Chrome Version       : 55.0.2883.87 m (64-bit)
URLs (if applicable) : http://www.w3schools.com/cssref/tryit.asp?filename=trycss_overflow
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox: 50.0.2 OK
         IE: 11.321 OK

What steps will reproduce the problem?
(1) Scroll the content of the div with 'overflow:scroll' to the bottom (either by wheel or scrollbar)
(2) Right-click anywhere inside the div so the popup menu is displayed (-or- left-click anywhere outside the browser)
(3) Left-click inside the div somewhere near its top edge

What is the expected result?
Nothing happens, content of the div remains on its place

What happens instead?
Content of the div scrolls to the top. Scrolling continues till the left-button gets released. The closer the click to the top edge of the div the higher the acceleration of scrolling.

I could confirm this on Windows M55.
Not reproducing on Linux.

If we click and hold the button then move the mouse, this (selection+scrolling)
happens, but in this case (right click -> left click), selection and scrolling
happens without any mouse move.

Tested this issue on Windows-10 and Mac OS 10.12 using chrome latest stable M55-55.0.2883.87 by following steps mentioned in the original comment. Observed no scrolling after left click is released.

But able to reproduce this on Windows-10 only after following the steps mentioned in the comment #4. The scrolling is observed only when holding the button and then moving mouse to top as shown in the screen-cast.

unven@ Could you please confirm is this is the issue you are talking about?

Hello! Please check the attached video (Recording #1.mp4). I'm able to stably reproduce the original issue on my Windows 10 machine. The issue is also reproducible on several other machines of my colleagues.

Able to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87. Issue is observed only specific to version-1607, Attaching screen-shot for more information.
