Regression : In Elements tab, ‘Edit as HTML’ box closes on scrolling down the vertical scrollbar using mouse.

Chrome Version : 57.0.2949.0 (Official Build) 26b2f7b619d9a83b2151b47ad175ed9e1ecf3ccf-refs/heads/master@{#437811} 32/64 bit
OS : Mac(10.11.6, 10.12.1), Windows(7,8,8.1,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open devtools on NTP and navigate to ‘Elements’ tab.
2. Right click on “<head>…</head>” line and select ‘edit as HTML’ option from context menu (HTML editor box is seen).
3. Now scroll down the outer scroll bar using mouse and observe the HTML editor box.

Actual : ‘Edit as HTML’ box closes on scrolling down the vertical scroll bar using mouse.
Expected : ‘Edit as HTML’ box should not close on scrolling down.

This is a regression issue broken in ‘M-56’, below is the Manual Regression range and will soon update other info.
Good build : 56.0.2888.0

Able to reproduce the issue on windows 7 using chrome latest version 57.0.2951.0.

Able to reproduce the issue on windows 7 using chrome latest version 57.0.2969.0.
