Regression: In chrome://extensions, unwanted trace of blue highlight is seen in Error overlay for any extension.

Issue descriptionChrome Version: 57.0.2949.0 (Official Build) 26b2f7b619d9a83b2151b47ad175ed9e1ecf3ccf-refs/heads/master@{#437811} (32/64-bit) OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (Ubuntu 14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, go to chrome://extensions and select ‘Developer mode’ checkbox. 2) For any extension, check ‘Collect errors’ checkbox and then deselect ‘Developer mode’ checkbox. 3) Again select 'Developer mode' checkbox and then for first extension, click on ‘Errors’ warning icon (‘Google Docs’ overlay opens). 4) In ‘Errors’ box select the last error entry and keep switching between errors using up/down arrow keys. 5) Observe the bottom of last error entry. Traces of blue highlight is seen at bottom of last error entry. No such traces should be seen. This is a Regression issue broken in M-56 series, will soon update other info Manual bisect: Good build: 56.0.2899.0 Bad build: 56.0.2901.4 Note: Issue is seen on Mac signed builds. On Mac unsigned builds, 'Collect errors' option is not seen.

This is definitely not that patch - it was a revert. I relanded the patch reverted here again. So definitely needs to be bisected again.

I can't repro because when I deselect 'Developer Mode' I never get the 'Errors' warning icon described in step #3. I see it in the movie, but I am not sure how to get it myself. Is there another way to repro, or do you know how I can get those icons to appear? Am trying on Linux 57.0.2950.4 (Official Build) dev (64-bit)
