[DevTools] Height pixel reading doesn't change under 'Layers' section on resizing the browser.

Issue descriptionChrome Version: 57.0.2949.0 (Official Build) 26b2f7b619d9a83b2151b47ad175ed9e1ecf3ccf-refs/heads/master@{#437811} 32/64-bit. OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, open DevTools window and click on 'Customize and control DevTools' icon to open menu list. 2. Hover the mouse pointer on 'More tools' option and select 'Layers' option. 3. Resize the DevTools window from RHS to LHS and observe width pixel reading of 'Size' under 'Details' section. 4. Now, dock the DevTools to it's bottom. 5. Resize the DevTools towards upward/downwards and observe height pixel reading of 'Size' under 'Details' section. Reading of height pixel doesn't change on resizing the 'DevTools' window. Reading of height pixel should change accordingly on resizing the 'DevTools' window. This is a non-regression issue, seen from M-57 (57.0.2928.0) as 'Layers' feature is newly introduced in DevTools. Kindly review the attached screen-cast for reference.
