"This device does not support Adobe Flash" is displayed on loading a site.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Check that "Prefer HTML over Flash" is enabled.
2. Load the following site:
http://htwins.net/scale2/

What is the expected behavior?
As, flash player supports Windows 7 Desktops/Canary browser, the site should be able to use installed Flash Player to run Flash based contents.   

What went wrong?
Misleading message :
"This device does not support Adobe Flash, which the Scale of the Universe 2 requires."
is displayed. 
"Click to enable Adobe Flash Player " should have appeared to enable Flash if the user has preferred HTML over Flash.  

Did this work before? N/A 

Chrome version: 57.0.2945.0  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24,0,0,178

Tested on windows 7, mac os 10.11.6 and ubuntu 14.04 using chrome canary M57 #57.0.2951.0 and issue is reproduced.

"Prefer HTML over Flash" flag is not available in the previous chrome versions till M55 and issue is seen from M56 . 

Hence , untriaging the issue .

Note : Issue is not seen on Windows 10
