Reported by flashpla...@gmail.com, Dec 12 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Check that "Prefer HTML over Flash" is enabled.
2. Load The following sites in Canary:
http://www.sensisoft.com/
https://www.songsterr.com/
http://www.audi.in/sea/brand/in.html
http://www.embraceyourelement.com/
http://waterlife.nfb.ca/#/
3. Now, load these sites in Chrome and compare.

What is the expected behavior?
If a site contains flash content, "Click to enable Adobe Flash Player" should be prompted so that user can allow Flash.

What went wrong?
Sites are not completely loaded and some contains blank black pages. "Click to enable Flash Player" is not prompted to allow Flash content to run.

Did this work before? N/A

Tested on windows 7, mac os 10.11.6 and ubuntu 14.04 using chrome canary M57 #57.0.2951.0 and issue is reproduced.

"Prefer HTML over Flash" flag is not available in the previous chrome versions till M55 and issue is seen from M56 .

Hence , untriaging the issue .

Note : Issue is not seen on Windows 10 .

Thanks !
