Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Check that "Prefer HTML over Flash" is enabled. 2. Load The following sites in Canary: http://www.sensisoft.com/ https://www.songsterr.com/ http://www.audi.in/sea/brand/in.html http://www.embraceyourelement.com/ http://waterlife.nfb.ca/#/ 3. Now, load these sites in Chrome and compare. What is the expected behavior? If a site contains flash content, "Click to enable Adobe Flash Player" should be prompted so that user can allow Flash. What went wrong? Sites are not completely loaded and some contains blank black pages. "Click to enable Flash Player" is not prompted to allow Flash content to run. Did this work before? N/A Chrome version: 57.0.2948.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 24,0,0,186
