git cl upload failed to add cc from WATCHLISTS

Recently I added myself in WATCHLISTS of chromium build repositry.
https://chromium-review.googlesource.com/c/418123/

But `git cl upload` only says.

$ git cl upload

Sadly, KI. Watchlist with + in them must be registered in advance by us, and even so the fake accounts we create for them seem to have expire.
