Can't Download Anything

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Example URL:
Any of them with a download

Steps to reproduce the problem:
1. Have something you need to download, a PDF will do. 
2. Try to download.
3. Go to FireFox and try to download the same thing to verify that it's not your internet, it's the browser.

What is the expected behavior?
The tab hangs and doesn't download anything.

What went wrong?
The tab hangs and doesn't download anything.

resolved by opening it back up the next day.  Not sure what changed.

Strange. Please file a new bug if it happens again. If possible please include a net-internals log as described here: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details

Might be tricky if you can't download anything.
