Get Help: review supported languages for internal content and adjust

Issue description

Working on i18n issues in other tickets, learned that the Get Help app is configured to support 53 languages for internal content (Discovery section, interface, etc) and 19 for offline gKMS topics/articles (online HC supports 43). 

At least one of the languages built into the Get Help app is receiving (most) translations but is not supported by ChromeOS itself.

If you select Amharic (am) as a language on a Chromebook, this message is displayed: "ChromeOS cannot be displayed in this language."  So it cannot even be viewed in the Get Help app.

This ticket is to match supported languages on Chromebooks against ones currently configured for Get Help internal content, and to remove those not supported by ChromeOS from the Get Help list.

Ignoring that certain languages might not be supported by ChromeOS, if they are among list of languages in chromiumos/src/platform/initramfs/recovery/localized_text/cros_recovery.grd and BUILD file above.  This allows for Get Help app to keep up if ChromeOS to expand supported languages, as long as they are included in the current list of 53.

This fuller upgrade of supported locales inspired by reported lack of Korean offline in  http://crbug.com/631397 .

Expanded i18n list of locales to 53 ChromeOS currently supports.

landed in M59 with 9409.0.0/59.0.3054.0 

should hit Canary build within days, Dev whenever that becomes available. 

Note that these are languages supported by the Get Help app (and Helpapp) when offline.  Online, the app(s) rely on online Help Center content (support.google.com/chrome/).

Update: this change is being rolled back as per ChromeOS image size concerns.  The extra language support increased the Get Help app and HelpApp by 16+MB.  See  http://crbug.com/708334
