Indication that HTMLImageElements are being GC'd before their onload handler is called

Issue description

https://bugs.chromium.org/p/chromium/issues/detail?id=619264#c137 and https://bugs.chromium.org/p/chromium/issues/detail?id=619264#c138 indicate that HTMLImageElements may be being garbage collected before their onload handlers are called.

This has been seen before in  Issue 586183 , and a request for a better stress test of this functionality was requested in Issue 605346. It looks like it might have regressed again.

Not sure whether this could also be caused by wrapper tracing. I suspect not. It's a C++-side reference that's supposed to be keeping the image objects alive.
