Performance issue: Chrome Extension popup shows with delay in some cases

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0.14393; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2947.0 Safari/537.36 Steps to reproduce the problem: 1. Install provided extensions 2. Click with left mouse button on icons to open popups What is the expected behavior? Popups should open really quick (0-5ms). What went wrong? Extension `A` have strange delay (up to 1000ms) before popup shows. Did this work before? Yes 55.0.2883.87 m (64-bit) Chrome version: 57.0.2947.0 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 23.0 r0 The only differences between extension are A to B: no background scripts in manifest.json A to C: no style tag in popup.html Also I've attached short video with the issue.

Did tests with ABC extensions on Win7 platform in VirtualBox. Unaffected versions: Version 55.0.2883.87 m Version 55.0.2883.87 m (64-bit) Affected versions: Version 56.0.2924.21 beta Version 56.0.2924.21 beta (64-bit) Version 56.0.2924.18 dev Version 56.0.2924.18 dev (64-bit) Version 57.0.2946.0 canary Version 57.0.2946.0 canary (64-bit) Version 57.0.2948.0 (chromium trunk build revision: 437761) On my main PC (Win10, 56.0.2924.18 dev (64-bit)) I have multiple extensions installed and all the extensions with popup are affected. Unaffected versions: Version 55.0.2883.87 m Version 55.0.2883.87 m (64-bit) ?? I am seeing HELL, all apps and extensions fail to load. My god!! I am fedup!! Everything fails to load, says json error or many errors. Please resolve. all extensions i had fail to load even after integration, whereas remaining browsers are working fine, however chrome is the fastest browser. Request you to release a stable version asap. I have attached snapshots from Windows 10 6 bit Chrome Version Version 55.0.2883.87 m (64-bit)

I was able to pinpoint the issue to the use of any <link> tags (css or import) in an extension popup window. The workaround I found was to dynamically insert the tags after a 1 millisecond delay. This allowed the popup to render quickly again. I updated all my Checker Plus extensions with this workaround, but obviously Chrome's latest v55 needs to address the root cause of this issue.
