CSS Columns: column count on open-bounded element fail to limit itself to available width (quirks mode)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
Load the test case or go to https://www.w3.org/Style/CSS/Planet/

What is the expected behavior?
Document scrolls vertically

What went wrong?
Document scrolls horizontally

Did this work before? Yes UNKNOWN

Does this work in other browsers? Yes

Chrome version: 54.0.2840.99  Channel: n/a
OS Version: 10.0

I was able to reproduce the issue on the reported version:54.0.2840.99. However the same works fine on the latest stable: 55.0.2883.87 and canary(57.0.2949.0) as tested on Windows-10.

@reporter: Could you please check the same on the latest stable version and confirm if the issue is still seen there from your end?
Issue confirmed fixed in Chrome 55.
The original page seems to have another problem on my pc though on Chrome Canary 57. The font size is definitely too small in comparison to other browsers including Chrome 55. I would recommend you investigate if this is not a known issue, but this is not linked to this specific bug.

The original issue reported here in C#0 looks to be fixed in the latest stable(55.0.2883.87) as per C#4. Hence closing.

@reporter: Request you to file a separate issue as per C#5 for triaging.
