[CVox Next] Issue with panel lists not being fully on the screen |

Issue descriptionOn Developer channel, 56.0.2924.12 (as well as canary, which I just confirmed), I notice that when I visit the links or forms list (either through going to the menu panel first or pressing Search Ctrl L to get directly there), the links list opens (for example on gmail) but the text is partially off the screen on the left side. We need to make sure that the text is visually on the screen.

The auto-generated ChromeVox menus like the list of headings or links often contain long strings or urls, which were causing the ChromeVox menus to extend past the width of the screen. Fix this with some simple CSS that sets a maximum width for the menu title, makes it stay on a single line and not auto-wrap, and then uses ellipses to visually show if the whole title doesn't fit.
