[CVox Next] Read all upon opening new tab |

Issue descriptionWe received a request to add a CVox Next option to set it so that when you open a new tab, it starts reading from the top automatically. People say a lot of their students use this pretty frequently in other screen readers.

We can do this pretty easily, but I don't feel strongly either way. The argument against doing this to reduce confusion when the page is a webapp. In those cases, it almost never makes sense to do a read all when the app gets loaded (e.g. Google Docs).

It's the second checkbox in the ChromeVox options page (Search+o, o).
