[CVox Next] Read all upon opening new tab

Issue description

We received a request to add a CVox Next option to set it so that when you open a new tab, it starts reading from the top automatically. People say a lot of their students use this pretty frequently in other screen readers.

We can do this pretty easily, but I don't feel strongly either way.

The argument against doing this to reduce confusion when the page is a webapp. In those cases, it almost never makes sense to do a read all when the app gets loaded (e.g. Google Docs).

Hi David,

Can you let us know what option is added to make cvox next to start reading from top when we open a new tab?
It's the second checkbox in the ChromeVox options page (Search+o, o).
