After swapping the CTRL and ALT key assignments, CTRL-V no longer works for Pasting

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36 Platform: 8872.65.0 (Official Build) beta-channel lulu Steps to reproduce the problem: 1. Cleared browsing data 2. Switched CTRL and ALT key assignments back to default and verified working properly under default assignment 3. What is the expected behavior? When swapping the ALT and CTRL key assignments from the Keyboard settings menu, a user is normally able to perform "CTRL + " operations using the ALT key instead. What went wrong? With the this particular version of ChromeOS beta, the CTRL+V function fails after changing the ALT and CTRL key assignments. All other functions (copy, select all, cut, etc.) seem to function normally, it's just the Paste function that does nothing. Did this work before? Yes 54.x Chrome version: 55.0.2883.76 Channel: beta OS Version: 55.0.2883.76 Flash Version:
