Speak text under mouse pointer

Reproduction Steps: 
1. Enable ChromeVox Next
2. Using trackpad, move mouse poitner around
3. SEARCH+O+O to toggle "speak text under mouse" setting

Observed: No feedback while moving mouse pointer
Expected: Option to have ChromeVOx Next speak text under mouse pointer
