RTL tabstrip: "Close Tabs to the Right" context menu option is confusing

OS: macOS 10.12.1

What steps will reproduce the problem?
(1) Launch Chrome in RTL mode.
(2) Make some tabs.
(3) Right click a tab and observe the context menu.

What is the expected result?
Unsure; the "Close Tabs to the …" should say something that makes sense :).

What happens instead?
It says "Close Tabs to the Right", which isn't correct/doesn't make sense.

Suggested resolution: fix bug 515930, which is about just removing this context menu item entirely.
