Issue description

This looks BWE related to me, and the regressions seems to recover around the time when your CL "Fix exponential probing in ProbeController." landed. Could you take a quick look?

As far as I can tell that regression happened before my change 9cef11b was rolled to chromium, so I don't think it's related. In either case it looks like all 3 values recovered later.
