Page does not load and go online instead Offline page re-appears

Issue description

Application Version: 56.0.2924.22 
Android Build Number: 5.0.1/LRX22C
Device: Samsung Galaxy S4

Steps to reproduce: 
1. Launch chrome> Google search anything or go to any website
2. From Menu, Tap on Download icon> Once page downloads, tap on Open from snackbar 
3. Tap on Offline icon in omnibox> Tap on 'Open Online' option and before the page loads tap on Reload option on Reload Snackbar[steps should be performed before reload snackbar disappers]> Observe 

Observed behavior: 
Page does not load and go online instead Offline page re-appears 

Expected behavior:
Page should load and go online 

Note: This can be reproduced if downloaded page is opened through Downloads 

Frequency:  
<5/5>

1. Good Build: 56.0.2914.2, Bad Build: 56.0.2915.0 
2. This issue is seen on Android devices ex. I don't believe that it is a blocker and doubt we need it in M56, but let's keep it around for triage.

Can you try to repro this with latest dev version? Hitting "Open Online" or "Reload" button should always result in loading online version.

Also, after I press "Open Online", Reload snackbar will disappear very quickly. There is not a way for me to move my hand so quickly in order to press "Reload" button before Reload snackbar disappear.

I am able to reproduce this issue on latest M57-57.0.2987.18 .

I have tried to reproduce the issue single handed and I could reproduce the issue. The snackbar takes sometime to disappear within which tapping on reload is manageable.

The repro video seemed to be from some automatic testing. I am still not able to repro this manually.

Could someone from our test team help repro this?

I could not repro this bug on Nexus 7. 

I am able to repro this bug on Samsung Galaxy S5 based on the following steps. 

I tried 100 times. I could only repro once. 

The key point is that after clicking on 'Open Online', it is not easy to immediately click on "RELOAD" button in the bottom bar of "Viewing an offline copy of this page    RELOAD" because this bar normally disappear before you could click the RELOAD button.  

Version: 58.0.3019.3
OS: Android 5.0
Device: Samsung Galaxy S5
Model number: SM-G900V
Browser: Chrome Dev

Steps:
(1) Internet is on, start Chrome with offline pages enabled
(2) Open a new tab, go to facebook.com
(3) Let the website fully load
(4) Click download button and let the download complete
(5) Open the download 
(6) Click on Offline icon in omnibox
(7) Click on 'Open Online' and then immediately click on "RELOAD" button in the bottom bar of "Viewing an offline copy of this page    RELOAD"
Status: WontFix (was: Assigned)
Since this bug is hard to repro and normal users are very unlikely to hit these 2 targets so quickly, I don't think it is worth fixing this edge case.
