Reported by flashpla...@gmail.com, Dec 9 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. Check that "Prefer HTML over Flash" is enabled.

What is the expected behavior?
Video should get played. "Click to enable Adobe Flash Player " should appear so that user can allow Flash.

What went wrong?
Loading circle appears for 2 secs and then video is skipped to the next video, which again is skipped and this goes on.

Did this work before? N/A

Able to reproduce the issue on windows-7, Mac-10.11.6 and Linux Ubuntu-14.04 using chrome latest canary 57.0.2950.0 with the steps mentioned above.

"Prefer HTML over Flash" flag is not available in the previous chrome versions till M55 and issue is seen from M56 .

Hence marking it as Untriaged to get it addressed.

Note : Issue is not seen on Windows 10

Thanks !
