Regression: Hide in Chrome menu doesn't reflect in incognito mode for the extensions

Project Member Reported by ajha@chromium.org, Dec 9 2016

Issue description

Chrome Version: 57.0.2946.0
OS: Linux Ubuntu 14.04, Mac OS 10.11.6 and Windows-10.

What steps will reproduce the problem?
(1) Launch chrome and add any extension that shows up in browser action area.(https://chrome.google.com/webstore/detail/adblock-plus/cfhdojbkjhnklbpkdaibdccddilifddb?utm_source=chrome-ntp-icon)
(2) Go to chrome://extension page and check allow in incognito option for the added extension.
(3) Open incognito mode and observe. [Extension shows up in browser action area]
(4) Switch to normal mode and select 'Hide in chrome menu' for the added extension. [Hides perfectly in the normal mode]
(5) Switch to the incognito mode and observe the extension.

What is the expected result?
> Once the extension is hidden in chrome menu should reflect in incognito mode as well.

What happens instead?
> Extension is still showing in the browser action area of incognito mode even after hiding in chrome menu from normal mode.

This is working as intended. Once you make an incognito window, we basically "fork" the profile preferences. Adjusting your normal window won't have any effect on the incognito window. We stray a bit from this when we have to (e.g. uninstalling an extension), but we try to not carry information from the normal -> incognito.
