Chrome takes long or doesn't fetch large icon |

Issue descriptionSteps to reproduce: (1) Sign out of Chrome on Android (Nexus 6P used, M54) (2) Close all tabs. (3) Clear all local cache. (4) Open a New Tab Page. (5) Type youtube.com on the omnibox, and wait ~5 minutes (history backend takes a while). (6) Open a New Tab Page. What is the expected result? Youtube should be displayed in the NTP tiles, with an appropriate real icon (youtube's). What happens instead? A fallback gray icon is displayed, as if no favicon was fetched. The tab switcher however displays a favicon. I can reproduce the issue on a Android tablet (Nexus 9) but not on iOS (iPad). I couldn't reproduce the same behavior with facebook.com.

(5) Open any desktop page that redirects to a mobile page permanently [1].
--> www.youtube.com exposes this issue, m.youtube.com does not.
[1] Nice to see for www.pcwelt.de which asks you to redirect to their mobile page:
If the redirection is allowed (permanently), the icon will be a fallback.
If the redirection is cancelled, the icon will will be their favicon.

Redirects being the culprit would be consistent with the diverging behavior on iOS (which treats redirects differently).
