The priority of the HDMI output will high than headphone after changed some audio devices.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36
Platform: 8872.70.0 (Official Build) stable-channel auron_paine 

Steps to reproduce the problem:
1.Plug in 3.5mm headphone, audio output changed to headphone.
2.Plug in HDMI, audio output still keep to headphone.
3.Unplug headphone, audio output changed to HDMI.
4.Unplug HDMI, audio changed to internal speaker.
5.Plug headphone again, audio output is headphone.
6.Plug HDMI, audio output is updated to HDMI, the audio output should be maintained on headphone.

What is the expected behavior?
Headphone is 1st priority output device no matter the sequence of the plug/unplug audio devices.

1.Headset jack and USB audio devices.
2.DisplayPort and HDMI outputs (when EDID indicates the sink is audio capable).
3.Built-in speakers.

What went wrong?
The priority of the HDMI output will high than headphone after done the some test steps.

Issue reproduced in Paine, Elm, Relm and Cyan platforms.

Starting M51 there was an update to the way audio nodes change called Persistent per Audio Device Profile -  issue 308143 .

In the step 4, the last unplugged active node was HDMI audio.

This is working as intended.
