MD Settings: Clicking expand button in "Enable bluetooth" row does not work.

Issue description

Chrome Version: ToT
OS: Chrome OS

What steps will reproduce the problem?
(1) Open chrome://md-settings
(2) In Bluetooth section, make sure that Bluetooth is enabled.
(3) Click expand button which is on the left side of toggle button.

What is the expected result?
The list of available devices is expanded.

What happens instead?
Nothing happens.

MD Settings: Bluetooth: Make top level UI consistent

This embeds the toggle button in a secondary action div to make the
Bluetooth UI consistent with other UI.
