[MD History] Instead of arrow pointer, I-beam pointer is seen on time stamp.

Issue descriptionChrome Version: 55.0.2883.87 (Official Build)ad0be09aa3ca814168d079b52825f6f80e22f0e8-refs/branch-heads/2883@{#723} 32/64-bit. OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS). Precondition: Navigate to 3-4 webpages such that History gets generated on chrome://history page. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://history page. 2. Hover the mouse pointer on time stamp of any URL and observe. On hovering, Unnecessary I-beam pointer is seen on time stamp. On hovering, Arrow pointer should seen instead of I-beam pointer. This is a non-regression issue, seen from 'M-50'(50.0.2638.0) Kindly review the attached screen-cast for reference.
